Industrialized nations have achieved Universal Salt Iodization (USI) through a combination of government mandates and cooperation with the salt sector. Most developed countries have a relatively small salt industry, and voluntary agreements have made it relatively easy to achieve USI. Large producers have the means and expertise to import iodine and produce and distribute high-quality products. On the other hand, the developing world faces significant challenges. Countries with iodine deficiency often have a salt industry with hundreds of small producers. This raises a number of issues: Small producers have very small profit margins, which means they are unable to absorb the higher costs associated with iodization. Small producers are often located in rural areas that are difficult to access for iodine, which can lead to law enforcement challenges and inconsistencies. These small producers do not have the equipment or expertise needed to iodized refined salt. These difficulties are compounded by the complex network of actors that need to be involved. In fact, one thing that sets salt iodization apart from other public health.

Efforts is that it necessitates a high degree of engagement and motivation from the salt chain’s various stakeholders. These stakeholders include the private sector, such as producers, packer, trucker, wholesaler and retailer, government law enforcement, and civil society, among others. Together, these partnerships must be designed to balance the needs of the small producers with the needs of the salt chain as a whole, from the producer to the consumer.
